DOMA'S GEORGIA COOPERATIVE CONTRACT
DOMA was awarded an MSA with the Georgia Technology Authority (GTA). As a multiple award prime contract holder, any entity across the state of Georgia can leverage DOMA’s cooperative contract for software development, cloud services, and IT services. This means that any Georgia agency can leverage the contract and either compete for tasks amongst awardees or sole source awards with a limited sources justification. DOMA'S MICHIGAN COOPERATIVE CONTRACT
Purchasing our services is extremely easy since DOMA holds a State Cooperative Contract Clause through our work with the Wayne County Regional Educational Service Agency. Scope:
- Software Engineering
- Cloud Migration
- Systems Architecture
- Data Migration
- Technical Assessments/Consulting, which may include any of the following types of services. Note, this list of services in this section are not all inclusive:
- Provide recommendations for the development, implementation, assessment and maintenance of architectural principles, policies, standards and practices
- Provide data architecture, applications architecture, technology architecture, enterprise architecture planning, information systems architecture, and architecture trade-off analysis
- Conduct analyses and provide architecture impact assessments of proposed changes in information resources as directed
- Provide expertise to identify opportunities for integration and economies of scale across systems and/or organizations through the development or creation of enterprise architecture
- Provide consultation on architecture improvement and recommendations on coordinating IT investments and initiatives across the various State agency’s business processes
- Review complex system requirements
- Evaluate software tools and subsystems to support software reuse and domain analyses and manage their implementation
- Review estimated software development costs and schedules
- ▪ Review existing programs and make recommendations for refinements, performance improvements, and improving current techniques
- Assess system design of applications to ensure consistency between systems and enterprise architectures and best integration with common infrastructure before development (i.e., code generation)
- Evaluate and determine the adequacy and appropriateness of the proposed systems architecture and applications for the planned systems
- Assess risks related to systems development plans and change proposals to existing and target architecture at the systems and enterprise levels.
Using Entities/Regional /Cooperative Contracts
This solicitation was issued in accordance with Code of Virginia §2.2-4304 on behalf of the members of the Southeastern Virginia Governmental Purchasing Cooperative (SVGPC), as well as other public bodies, governmental jurisdictions and school divisions. In the event these entities opt to participate under any contract awarded as a result of this solicitation, each will enter into a separate contract directly with the Successful Offeror or Offerors, incorporating all terms and conditions set forth in this contract, including incorporated best and final offers. Each entity will be responsible for the contract administration of its contract directly with the Contractor. NNPS assumes no authority, liability or obligation, on behalf of any other public or non-public entity that may use any contract resulting from this solicitation. All purchases and payment transactions will be made directly between the Contractor and the requesting entity. Any exceptions to this requirement must be specifically noted in the solicitation response.
2.2-4304. Joint and cooperative procurement.
A. Any public body may participate in, sponsor, conduct, or administer a joint procurement agreement on behalf of or in conjunction with one or more other public bodies, or public agencies or institutions or localities of the several states, of the United States or its territories, the District of Columbia, the U.S. General Services Administration, or the Metropolitan Washington Council of Governments, for the purpose of combining requirements to increase efficiency or reduce administrative expenses in any acquisition of goods, services, or construction.B. Cooperative contracts — also known as cooperative procurements or cooperative agreements — are agreements between the government and businesses, created in order to lower the costs of procuring goods or services that multiple entities commonly need. Cooperative contracts were designed to circumvent the complex bidding process often required before services can be purchased.
Cooperative Contracts exist for many products such as gasoline/fuel, cleaning supplies, and paper, but with the growing need for technology services, you will find many consulting, IT, BPO, and software services available as well.
Through the Virginia Public Procurement Act (VPPA) Virginia, public entities can purchase services or goods through approved VITA (Virginia Information Technologies Agency) and DPS (Division of Purchases) contract vehicles. Additionally, they can procure services through an existing contract held by other state entities.
Leveraging cooperative contracts increases efficiency, reduces administrative expenses, and simplifies the process of deploying IT services.

According to the Virginia Public Procurement Act (VPPA):
“A public body may purchase from another public body’s contract even if it did not participate in the request for proposal or invitation to bid if the request for proposal or invitation to bid specified that the procurement was being conducted on behalf of other public bodies”
