Beyond the Merge: Alex Feliciano on Transforming Federal Healthcare

Virginia Beach, VA January 14th, 2025

Mergers and acquisitions are pivotal moments in the evolution of any organization. DOMA’s merger with Livanta is no exception. This integration has been about more than combining operations; it’s a bold step toward addressing the complex challenge of healthcare in the Federal space.

With a sharpened focus on innovation and collaboration, the merger unites DOMA’s expertise in unstructured data management with Livanta’s deep healthcare domain knowledge and cutting-edge health technology. Together, we’re creating solutions that drive better outcomes for patients, providers, and government partners alike.

DOMA’s Legacy: Transforming Data into Action

Before the acquisition, DOMA brings over 25 years of expertise in managing unstructured data across federal and commercial sectors. From documents to images, DOMA DX—a scalable platform—excelled in making unstructured information accessible and actionable. However, customer feedback revealed a critical gap: domain expertise, particularly in healthcare, to optimize this powerful technology for specialized use cases. We needed subject matter experts to authenticate solutions and access the vast datasets required for training and fine-tuning – both critical for developing transformational technologies.

Completing the Equation: Talent, Technology, and Data

To drive meaningful outcomes, success depends on three things: talent, technology, and data. While many companies possess some combination of talent, technology, and data, they often struggle to fully capitalize on these elements due to operational limitations. This can lead to reliance on third-party vendors or external consultants for specialized expertise or access to key data sets, which in turn drives up costs, slows down innovation, and complicates solution development.

Enter Livanta—a health-tech leader with decades of experience in advanced medical record analytics and a team of subject matter experts (SMEs) deeply embedded in the healthcare ecosystem, working closely with the Center for Medicare & Medicaid Services (CMS). Their repository of rich medical documentation, coupled with deep domain knowledge, offered the perfect complement to DOMA’s technical strengths. Together, we’ve created a unified platform poised to deliver real-world impact.

A Unified Vision for Federal Healthcare

With DOMA and Livanta under one roof, we now possess unparalleled health data, industry-leading SMEs, and cutting-edge technology. We’ve strategically aligned our R&D and product efforts using secure analytical sandboxes in AWS, equipped with the latest advancements in machine learning and AI platforms like Amazon Bedrock and SageMaker, we’ve accelerated innovation.

In the last 5 months, we’ve developed and launched:

  • AI-driven medical record search and classification engines.
  • Generative AI-powered narrative summaries (NARSUM) to streamline documentation.
  • Natural language chat interfaces for intuitive user interactions.

These advancements have already delivered over 50% efficiency improvement in medical reviews, proving the power of our combined capabilities.

Additionally, we are advancing our interoperability initiatives by collaborating with Health Information Exchanges (HIEs), such as eHex, and implementing technologies that support FHIR and HL7v2 standards. These efforts align with the Trusted Exchange Framework and Common Agreement (TEFCA) to further streamline data ingestion and distribution.

Looking Ahead

As we look to 2025 and beyond, our ambition is to push the boundaries of healthcare technology. Our focus remains clear: to redefine what’s possible in healthcare technology. From enabling smarter clinical decision-making to pioneering interoperability through collaborations with Health Information Exchanges (HIEs), we’re building a future that prioritizes innovation, precision, and human outcomes. Together, we’re not just contributing to the Federal health space—we’re leading it.
